because surpanakha was a widow.

Her husband, dushta budhi was killed by RAVAN .

As per some tales, it is said that Surpanakha wanted to take revenge from her brother Ravana who had killed her husband Dushtabuddhi. Ravan killed Dushtabuddhi as Dushtabuddi wanted to over throw him.

The only problem for her revenge was that Ravana couldn't be harmed by anything except humans and beasts, and they were nothing but food to him. So she whiled away the years in Panchvati, lamenting the death of her husband.

When Shri Ram killed Khar and his whole army, Surpanakha realized that only Rama can kill Ravana and so she approached Ravana to gain his sympathy and mentioned about Sita. She purposely mentioned Sita, coz she knew Ravana had weakness for beautiful women and also to hide the fact the she was smitten by Ram. Thus surpanakha was instrumental in starting war between Ram and Ravan.
