I don't think they are a waste of time. Regional films help an actor expand his/her fanbase and make themselves come across as more versatile and prolific (even if a heroine is flowerpot in a regional film still she can boast she's done films across different languages). Amitabh Bachchan has done Bhojpuri, Punjabi and Marathi films and they've all helped boost his fanbase in the regions where these films are watched.
Bollywood is be all and end all for us but there's a vast section of audience out there which only watches regional movies. Bollywood stars are alien to them. Therefore Bollywood stars doing regional films help them connect to more rooted and new section of audience.
Regional films like Dookudu, Robot have done great business abroad also which proves they have equally good market outside India. So it's a sort of win-win deal for Bollywood actors to expand their connect across different languages.
