I think Shyam is behind this. Yes Sheetal might have feeling for Arnav but why didn't she do anything earlier?
It's Shyam that put her up to this may be he is blackmailing her remember how shyam blackmailed two of his clients earlier one when he wanted to fool Khushi's father because he was suspicious about a person named Rani sahiba so Shyam got a lady to pretend that she is Rani Sahiba and the second time when he needed money from Anjali to buy Khushi an engagement ring.
