usa/can subtitle on colors?

Does in USA, Canada have English subtitle on every COLORS's serial. On internet website desiripper.net i found out all colors serial have subtitle.
don't have english subtitle in usa/canada on tv. but don't which country have english subtitle that desiripper.net. put on it. how come don't have it in usa/canada. does anyone know.
