random holes in india??

Why are these random holes in India?/ what are they for? it is really dangerous and ppl can fall in them easily, even little kids. there have been cases in real life like these also, and not eveyone survives. what are these holes for? sometime i wonder if we even have a GOVERNMENT , cuz obviously they never will do anything.
