First - Sumer was not going to arrest and charge Munna on the basis of the photograph alone. The purpose of the arrest was to question him, bring him in for interrogation
Indira stood in the way of that. That is unforgivable. Interrogation of Munna would have moved the investigation beyond step1 where it has been stuck since day one.
That Indira prevented that, is unfathomable.
that she would threaten to withdraw the case so that Sumer would not be able to question Munna is mind-boggling. It is not as if he was going to charge Munna!
