The viewers and channel, both are responsible for today's current TV state. I mean the viewers wants rom-yawnce between the couples and channel persuades the creatives to do so...no body cares about an actual "storyline" these days. And people starts like anything that includes hugs/kisses and intense looks...even if the actors don't really know how to act.
And if the storyline is actually going good...with some beautiful concepts (and it would also include a couple)...than the viewers would keep on demanding the entire focus on one couple...and hence, it would be ruined. A good show doesn't consist of one guy and one girl and the romance they have. A good show is something that makes you relate to the characters and feel for them. A good show is something that is not one-sided in story telling but has many tracks going simultaneously (and these tracks are interwoven with each other)...where the characters are not black or white and nothing is wrong and right. But viewers don't appreciate such shows. They either want a dukhi bahu and her life story or just random romances. Aaj kal toh what is a concept? a story line? No body knows...and hence there are no good show on TV.
If the story of a show is given completely to the creatives where they listen to the audience in a limited way but just put in their creative efforts, than there can be real good shows...like hip hip hurray, like remix, like rishta.com, like sarabhai vs sarabhai. But there is no creativity and if there is one...no body appreciates it, like it used to happen before.
I mean I am currently watching this show by the producer of Remix, Dekha ek Khwaab...and it is going fairly nice right now. There are three leads. One is appreciated a lot (and even I support him) while the other is not...and so people want the other to be out of the show but they don't get it that there would a reason why the creatives would have placed such a character in the show. Fine the production house knows which couple is appreciated but these people just keep on wanting romance between the couple they appreciate whole time, which is not fair and even limits the creative ideas for the production house. If there are characters in a show, they should get the equal screen space as the lead (maybe lil less) but they should (although those characters should be revolved around the lead)...and there should be layers to each of these characters which lacks in Indian shows. In most of the Indian shows, either the character is perfectly black or perfectly white...and hence we can't relate to it.
There are lots of issues why the shows are the way they are today...but I would blame viewers, channels and even the production house. Everyone is responsible and not just one group of people.
