I can not see new topic button On

I have been recently promoted in Maryada forum, but after the promotion i can not see "new topic" button ..It somehow got disabled for me ...Help me out asap ..It is a request

Another thing i was already a coolbie of phulwa forum ..Now i want to know i have been promoted as Coolbie or Coolviewbie of Maryada ?

About the new topic feature, is it only in Maryada forum or other forums too??
