Ideally Wild Card should be open for all contestants or most recently eliminated contestants in chronological order. Since when was Big Boss an ideal or fairly organized show?
We also have to consider who is willing to come back.

Raageshwari is probably terrified of the current contestants, she would be too gracious and not fit for the bunch of hooligans in there.
Pooja Bedi is not even of this earth. We will have to get her down from Mars before she can compete again.
Pooja Missra knows her popularity and its been said that she wants a much higher fee if BB wants her back.
Mahek and Sho-Sho, really want the publicity and audience adulation and would be the most willing returns without much high cost. I'm not sure why Laxmi would want to return, but I don't see her being as expensive either, she probably wants exposure for transgender people.
Other than that, I don't know much about Vida or Gulabo. They have been very low key since being eliminated. Gulabo seems to be a nice enough lady. It's a pity that audiences usually don't care much for people like Rags or her. Also to consider is the earliest voted out people have the least fan following so the channel does not gain much by calling them back. The only controversial person not on the list for WC is Pooja missra.
