I guess it must be the tone, manner in which it is used. If it's used to rile up and make fun of someone's ethnicity...then it's of course racial.

Well, I guess it depends on a person's intention. And I don't think he intended to be offensive. Well, at least that's what I think :)

But I get what the TM is trying to say. Desis in the UK do get a bit touchy when non-Asians imitate the accent, which is sometimes done to piss them off!
