People are supporting anti corruption movement and not exactly LJB, though if we see the media headlines it gives a feeling that anyone supporting the team is all for their version of JLB. I agree that it needs to be debated in detail before coming to a consensus. Getting consensus would be a difficult task as there are some parties which would try to get political mileage instead of getting a good practical bill passed.

What are your views on the demand for inclusion of the PM , judiciary and C and D staff. This demand is being supported by some opposition parties also.

The majority of the masses are not just for the anti-graft movement, but for Anna Hazare. That is what concerns me.

I do support the call for the inclusion of C and D staff. I'd also like it if Lokayuktas were introduced in every state. The Government's stance in that regard deserves a jolly evening of tamatar throwing at the babus. But I am absolutely against the inclusion of the judiciary. I make no bones about it. How, then, would that be different from autocracy?

I support the PM's inclusion as well, but not the way Team Anna would want things to pan out. Such a thing should be done only if (a) evidences have been gathered via the requisite grievance redressal mechanisms, and (b) the Anti-Corruption body within the Lokpal has sufficient evidence, in conclusion, to declare an investigation.

Thereafter, the Supreme Court bench should be made to examine the evidence gathered and reach a decision that is not necessarily binding with the Anti-Corruption Committee within Lokpal.

From all the 3 versions of the JLB, I think Aruna Roy's (NCPRI) draft is the most sensible. Like she has very rightfully pointed out, the concentration of power in one autonomous body can really put the Indian democracy in a red alert state. It's safer to have a handful of bodies for the monitoring and dealing of corruption activities pertaining to not just public offices, but private enterprises and NGOs as well.

On the same note, I would like it if the CVC is empowered to carry out its investigations while being free of Government control and branched out into SVCs (states). Though as to how CVC investigators will be selected (and on what grounds) leaves behind a big question mark.

I can't see why it would ever be a problem for the Lokpal to exist concurrently with a better equipped CVC. Even though I don't necessarily concur with everything NCPRI has suggested about the JLB, I suggest people read Aruna Roy's draft and see what they think:
