Agree Gopi is simply foolish. Se is not evil the way that Rashi is.
I just wonder if any of the others are the target of Urmi and Rashi's kalakari's would they have the common sense to understand that they had been set up? I don't think so. So in this respect these people are foolish too. Kokila has had many opportunities to catch Rashi but hasn't.Even Ahem had the opportunity to catch Urmi. After the Swiss trip he called Urmi's mobile number but he failed to understand what Urmi said when she picked up the phone. Most people would have thought about her words. So he was foolish too.Even Jigar and Hetal. Many times they have been tricked. I agree with you, the strategy of the Saathiya CV's is to make Rashi get away with any evil she does, they is always a way out for her (have you noticed), that is how they work, if they is an opportunity for her get caught the CV's would rather make the other characters dumb not to see or hear and allow Rashi to go scot free, this is how the serial keeps panning out.
As a result evil is winning again and again, that is what is annoying us the most. I think the CV's are atheists, no other explanation fits, as Gopi prays everyday, all of them do their puja, but in that house evil rules.
