Treatment has to be directed at the cause, following seems to be at the root cause:
1. Lack of punishment for those caught doing corruption,
This is boosted by a failed judiciary system, where a crystal clear case (Mumbai terrorist on trail) goes on for years,
Once immunity is guaranteed even if caught, a class of politicians emerge who go all out for self interest oriented programmes (CWG).
2. Tolerance of people towards corruption (cold blooded Indians), complete lack of intense public outcry against corruption and the absence of strong public forum to oppose corruption allow corruption to reign over people
3. Widespread illiteracy, poor economic infrastructure leads to endemic corruption (like Malaria in Delhi), over this huge population
4. Election is an event for which most of the black money is generated, eg Pawar has a fortune of Rs 60, 000 crores, he needs this money to keep his influence flowing and if the need be to buy MLAs or MPs to topple govt and otherwise enjoy immunity.
5, Introduction of useless bills like Lokpal bill, in advance govt is claiming any one found doing frivolous complaint will be severely dealt with..!
