I wouldnt even call kareena the best actress of the decade, but atleast she DEBUT in 2000.

I mean Rani, Preity, Aish, these three have been in the decade and have ruled hte hearts of many for years!

Deffinitely Rani, Kajol, Ash, Preity in that order
