Well it depends on the situation. Suzzane is in the limelight, of course media is taking pictures of her so she probably thought put on light make-up and eyeliner. But if it's just regular person, not a celeb, they wouldn't even think about make-up.

I think Suzzane's eyeliner and light make-up it's perfectly fine, very simple look. It's not like she was wearing really heavy make-up, eyeshadows and blushes on her cheeks.

Makeup to a FUNERAL where others r in mourning & grief is bad 😕

I know😊 I love wearing make-up. But in funerals, I don't wear it.

According to me this topic is in bad taste. The question should not be why is someone wearing make up to the funeral, but the question you should be asking yourself is why am I looking at pictures of someone's funeral and judging who is greiving. Also why are you looking at clothes and make up in such kind of pictures at all!!
