Best college for engineering in US?

Out of the following colleges in US, can somebody tell me which is the best for engineering?
Georgia Institute Of Technology
UCLA
University of Texas at Austin
Penn State
Rutgers.

This is the order of ranking from US News.

Georgia Institute of Technology
University of Texas - Austin
UCLA
Penn State
Rutgers

I would recommend one of the first four because they're in the top 25. Rutgers got a ranking of 52.

Outside of this list, I would also recommend University of Michigan - very good campus with excellent ranking - 8.

Georgia Institute Of Technology
UCLA
University of Texas at Austin
Penn State
Rutgers
My first choice would be either UCLA or UT
second penn state or GIT
then rutgers
if given a choice outside of the following, i'd say hands down without a doubt the best choice for engineering here is MIT

^^np avi, they're all brilliant schools anyone of them would be great...although i'd have to say that living in california might be a better experience than going to jersey
