Need help with movie title!!!

I need help with a movie name.

I saw it on television, liked it very much but couldn't watch till the end.

The story goes like this:

There is a serial killer, who kills young women because they have scolded their child (boy). He thinks that they are bad mothers. Probably he had some childhood trauma about his mother / father. He always pours alcohol on his victims and burns them.

Agent Jake is after is murderer, who is also called "The Torch", but he has to retire, however the murderer challenges him and he's again on the case. He gets help of a genetic double of the murderer who has to help him to catch the real murderer......................................................
