Even before watching Chak De I knew that it would be a version of what Negi had to face - the hatred, calling him a traitor. However (whatever you think about YRF), initially YRF (Aditya, Jaideep and Shimit) only had a movie in mind about highlighting the achievement of the Indian Woman Hockey team. It was the coach of the real Woman Hockey team ( Krishan Kaushik) who worked with them who told the makers about Negi as latter had been the goal coach for the Woman Hockey team. So, yes, Negi, Kaushik and other hockey player were closely involved in the filmmaking by training the girls, giving advice, and Negi also trained SRK for his own play in the movie at the beginning. Although Negi and Kabir Khan have similarities in getting accused of being traitors, Negi didn't want the movie to be seen as "a documentary" on his persona but as a story about a team.
In my mind, this movie is exactly t h a t... also thanks to the work late Mr. Kaushik and Mr. Negi did for the movie.

Just that people decide what they judge as being "government backed", "anti nationals" and a matter of "love" for the country... that's where opinions differ... 
When a (well-made) movie is highly praised and promoted by Prime Minister Narendra Modi, endorsed by various defense ministers, and declared tax-free in (at least 2) BJP-ruled states to encourage public viewership, then the thought of "government backed" isn't far-fetched, isn't it?
As for Yami, I've nothing against a NA for her... I find her being a good actress (and far too long underestimated)... but - as I wrote - I would have prefered that she gets it for Haq.

She did not deserve it for this for sure..lobbying at its peak..comments under her SM post say it all..people are openly calling it out
Haq, like you said, and i initially thought she won it for that.
I mean laapata ladies literally got robbed..those girls were so so good..
LL was a really nice movie... however, there had been controversies regarding its originality... maybe Kiran didn't know about it but I don't trust Aamir in this matter.
I suppose that the filmindustry as such shrugs off certain awards... Karthik was very dedicated in Chandu Champion but 'already' a National Award??? To Kangana, the early award didn't really 'good' to her, I feel... will it do 'good' for Karthik?
Anyways... like the Oscars, it seems to be more about interests 'behind the scenes' than the art, I think.

Why do you think Mammootty didn't deserve it for Bhramayugam?
I believe it is breath-taking....Mammoty was most in his beast form...imho..

They did exceptionally well. direction, screenplay, songs, acting…..everything was beautifully made. but why and how Krishan Kaushik or Ranjan Negi became Kabir Khan. “teeja tera rang tha main toh” Why this jabardasti inclusion of religion?

Exactly. I'm glad we agree on that. 
Just like we have people selectively calling certain movies patriotic as per their own agenda doesn't make those movies worthy of that title.
Ofcourse a pro India movie that celebrates India or it's people, or tell their stories in a way without gaslighting or victim blaming their majority, will be considered as Government backed by Ntu national agents and our lovely neighbors . Nothing surprising at all in that though , is it ?
If our government praises or supports a movie as good as this then that's absolutely commendation and wonderful of them. I fully support such actions. And no , still doesn't make them pro any party, but only pro India. We all should support and praise such movies .
Thing is these gaslighting techniques are getting so stale and overused that people are slowly waking up to them and spontaneously choosing to throw the trash ( like, Alpha ) in the dust bin. That's a wonderful thing when the Brian fog is lifted and we can finally see the light of truth piercing through.
Oh, I do hope she receives NA for HAQ too. She was too good. Article 370 is a wonderful movie in and of itself and Yami was absolutely spectacular in her role. She ate and left no crumbs. This NA is honored by giving her the award.
Krishnavataram was made tax free by Yogi Ji in UP and was highly praised it. Now , go on and say it's a government backed movie narrating some bjp agenda.
Maybe Lord Krishna is a bjp agent ? 🤣😉 I always love people making a fool of themselves in public when I bust their agendas.
To be honest, Kabir Khan was scripted with the Pakistani angle in mind 'designed' independent of Negi but in view of the often made allegations to SRK's person to 'go back to Pakistan' already at that time... Kabir Khan became an outcast/outsider despite his achievements as a Muslim Indian hockeyplayer... SRK - in many minds - still is an outsider just because he is Muslim and his father's family lives in Pakistan.
It was interesting that initially, SRK didn't want to make the movie when it got first presented to him as he was well occupied with KANK and Don... it had been the fact that he had to build a team out of girls from many parts of India and that it was field hockey which not only triggered his mindset as a teacher but also his genuine interest. Working then with Shimit Amin and Negi training him was a great experience for him. And he liked to get another movie away from his image as a romantic hero.

Simple.
Minority appeasement and propaganda against majority by shaming and guilt tripping them.
They bought this bs angle in so many so called patriotic movies , like Mission Mangal for example.
Tried and tested formula for Karachiwood.
When in truth , Mir Ranjan Negi's persecution had absolutely nothing got to do with religion. But ofcourse they've to bring it. Shame on the makers , honestly.
