How come kareena & Deepika never got Padma Shri

Vidya, Priyanka, Kangana..actresses in their league have gotten it.. similar time of debut more or less..in fact many debuted after kareena..why have they been snubbed despite having equal talent and achievements?

what is this woman's career or achievements to even get this..most of her movies involved crass comedy or vulgar dancing baring a few hit and miss..tip tip barsa pani was so crass..how was it even approved by censor is another debate altogether..there are close up shots of her boobs as she shakes them repeatedly..
