It would be a huge blunder if they show Tulsi trying to get Mihir and Noina married just to fulfill Noina’s last wish on so many levels.
First, based on Season 1, Tulsi has never been someone who fakes emotions or sacrifices her truth for the sake of appearances. She has always been upfront about her love and has fought for her rights when her husband stood with her. At the same time, she has also shown the strength to walk away when that love wasn’t reciprocated even during something as difficult as her pregnancy with Shobha. In the current situation, Mihir is with her, so it would be completely out of character for Tulsi to step back instead of standing her ground - divorced or not.
Secondly, Noina is clearly in the wrong. Falling for a married man especially when you know he loves his wife is not something that should be justified or romanticized. On top of that, wishing to marry him despite him not reciprocating her feelings only makes it worse. Portraying this as something that deserves fulfillment sends a very problematic message, both socially and morally.
