The US through its agencies, especially the CIA, does Covert operations in almost every country. Islamic Terrorism has largely been sponsored by the US through different times in their history. From the Muhajedins that later evolved into the Taliban, to the ISIS to Al Qaeda to Boko Haram.
It provides money to the state of Pakistan but also arms the terror organizations in Pakistan to keep the region unsettled and in turn keep India destabilized. The US is the devil and nobody's friend.
