She’s not denying a Spinoff, she’s simply saying she’s yet not associated with it. There’s no denial of the possibility of it in the future mentioned - nothing about it is.
She’s saying that because she’s got her contract ironclad - if she’s supposed to appear as Tulsi anywhere - she has to be paid even if it’s in a special episode of any other show or whatever. Her character’s scenes from Kyunki where she’s seen/heard clearly being used also mean she’s supposed to be paid else she can legally sue the channel and Ekta for using her work without paying her dues by using the relevant laws pertaining to the entertainment industry and per her contract as a civil lawsuit.
Essentially if you want to even have a 10 second flashback sequence where Vrinda or Angad recall Tulsi and they show Smriti onscreen or use her voice without her consent, they’re going to court. If they do want to include her - be it in a previously shot scene as a flashback or by making her do a cameo - they pay her for the same. She’s clear - her contract is valid for Kyunki alone - any spinoffs will have to either do without her completely or pay her for including her regardless of when she shot that scene.
If it were any other person that was saying this it wouldn’t have mattered but you don’t try your luck with the woman who’s a former cabinet minister twice over. Certainly not when she’s still actively associated with the party in power even now though she holds no office currently. She wouldn’t even need to ask anyone for help - she has enough contacts on her own to get this lawsuit in the court and get her dues.
This might actually be setting up a precedent of sorts in the industry which honestly is very much required.
Not many people may know this but abroad when shows get famous and run for a long time with multiple seasons - the main leads are generally allowed to renegotiate their contracts and they get paid royalties from the reruns of the show - be it from any part of the world, merchandise, any adaptations in any other country in their regional language, any dubbed versions, even when shows go on OTT platforms they get their shares. For example - the cast of Friends famously were united and got the same amount for each cast member for every season as long as the show was on air and later on, all of them will be paid for royalties for as long as they live and later on their families will get paid. They even made sure that none of them was ever nominated as a main character as all of them were adamant - regardless of who secured he nominations and win - either all should be considered as main leads or supporting cast.
Gabriel Macht of Suits, Nathan Fillion and Stana Katic of Castle all got executive producer credits as they bought stakes in the show and assured that their contracts were renegotiated for future royalties payouts.
Indian entities have no such contracts as of now. You can replay Kyunki on every channel of Star by dubbing it into every known regional language from episode 1 to 1800 whatever from season one and not one person who was on the show in that season whose role mattered will get a single rupee. They didn’t even get it when the show was on air and would be televised internationally. They don’t get anything even from Hotstar reruns or when movies use clips from the show as is the case from Gangs of Wasseypur - the movie famously opens with the Kyunki title track playing for a few seconds. The production house of that movie paid Star and by extension Ekta some money that was decided in their meeting, but Smriti herself who is seen in those few seconds is not going to get a rupee.
Actors who make a show popular should be allowed their fair share of royalties especially if they make everyone else so much money.
