She was laughing and mocking a person for peeing/defecating on the road/beach, basically a public place. So she took his picture and tweeted that. Her intention might be to highlight the scarcity of public toilet or bringing attention to lack of cleanliness in public places and the person's face wasn't revealed...but she had no right to click or post his picture.
