I don't think there is a problem. Many might not like the track but it is still keeping them afloat.

Shivani track had high TRP but low revenue because Star had to decrease the episode length from 22 minutes to 17 minutes to keep that average TRP high

Star did alot to save Rishta

Average TRP increases as the length of episode decreases

Standard episode length is 22 minutes, Star decreases episode length to increase average TRPs

Toh high TRP hoke kya hi fayda hai if revenue was low.
