Yes and its most prevalent in western China especially in the Uyghur Muslim regions. I watched a vlog about Xinjiang which is near Aksai Chin. China has deployed most of its army there because the region is unstable much like J&K. The Uyghur Muslims dont want to be part of China and often rebel against the government, which leads to a lot of violence. Thats why China maintains such a heavy military presence there.

You know in this region, even to buy something like a kitchen knife or any sharp object you need government permission and it must be registered at a police station. There are many butchers in the area and every large knife is chained to a table or wall to prevent anyone from using it to commit violence.
Honestly i kind of think similar restrictions might be necessary in J&K too.
