But this is a major problem... no wonder India has two sets of enemies: one on the outside n known and one unknown n within..

One doesn't need to compare nations... the enemy can be in your home (e.g. a violent or neglecting parent, an indoctrinated child, a psychopathic member of the family, a dual-faced loved one...)
