Am still finding Zara entertaining at times especially with the eye rolls. In a way, her character is a kind of tragic one. She knowingly is in a marriage where her husband not only doesn't love her, but is openly having the hots for someone else, harassed that girl and lied about it, his parents stole her inheritance and act like they have done her a favour by letting her stay on as daughter-in-law.
So Zara is in a tight corner but she still manages to have personality and not be a bechari who is doing rona dhona all the time. Instead, this is her decision to stay actively, she makes passive agressive jabs at everyone including T parents, she is also plotting away whenever she can. So from that perspective, Zara is quite atypical and interesting to watch.
As for Laila, she is also superbly complex. Basically like you said, everyone is better written than Emaan or even Bilal. I find Laila - Bilal's interactions very confusing. Even when he told her that she could manage the property, it felt like they both had regrets. He let Emaan conduct the raid, arrest Ahad and all that public fiasco and then he says to Laila almost affectionately that she can run the property if she wishes???? It made no sense.
Their conversation seemed like they have always wanted more but the fact that their marriage was forced upon them meant neither could really commit to it. So if it had been their own decision, maybe the outcome would have been different.
So yea, not expecting this drama to be different in terms of Emaan/Bilal pairing but the drama feels unpredictable
