Part of me feels the writing is all over the place. If he is her direct superior, then technically he shouldn't be in a romantic relationship with her in the first place. This is the reason people are moved to another department if one of them ends up becoming girlfriend or spouse. If he is her direct superior, then she should be taking his orders.
That said, he also encashed the cheque and also took the cash Taimoor gave -- he told her that he was taking back the money that T family owe him and if anything happens, he will take care of her. So he asked her to ignore and she became binami in a sense for this shady dealing. So him following the protocol in that situation (the preview said she was being charged with corruption and bribes) is hypocritical and one can see why she is mad.
That said, the writing is all over the place with so many loopholes (like how did Emaan finish her studies in one year and become officer) and it is hard for me to take this drama seriously at all. I am basically watching for the politics, the eyerolls within the family rather than what Emaan or Bilal are up to as I have lost interest in these two characters.
