Yes, they wanted to get rid of both Chahat and Shrutika because vote wise they were sure shot top 5.
Rajat was the chosen / known winner from day 1 hence he was allowed to top Ormax. If they had plans to evict him, they would have kept Rajat off Ormax like how rider / digvijay / luv tyagi etc were in the past. That is also why Rajat’s aggression was mostly edited out from episodes (those who watched LF can second this). And in WKVs his aggression was blamed on others, and Salman always defended him. Now because voting is closer than they anticipated and rajat has actually trailed, they brought in Elvish for a final push.
The reality is, BB can manipulate everything except voting. Worst case they can do a gimmick live voting to get their desired winner like how they did in OTT3.
