i think sao it is a plan by Veer & Abhi to get the real traitor in the HAWKS...

Veer knows well that Abhi loves Sam & his country equally & will never do anything against its pride... so may b the 2 of them have made this plan to make Abhi a traitor for the world so that Abhi can find Sam when he will b out from the eyes of the people... so no hinderance for him

or

like after being proved a traitior he will make the other terrorist believe that he is actually turned into 1 & he will b able to get to Sam & bring her back...
