NK is clearly saying how UPA sat on it for years despite the state government fully cooperating and nothing substantial started till the regime change. Fraud UPA government had appointed Amartya Sen whose shitty decisions and alleged financial misconduct nearly ruined the revival. APJ Abdul Kalam was so frustrated and disappointed with Sen's appointment and his bad decisions that he gave up on the revival project. Intellectual Sen used to hold meetings on Nalanda in Tokyo and Singapore, with his cronies refusing to visit Rajgir, let alone live there to oversee the project.
