I don't follow. Who promised Punjab autonomy? When? Didn't the high command of INC agree (very generously or very foolishly, depending on who you ask) to the partition, accepting the hastily created Radcliffe line that demarcated the borders between India and Pakistan at face value? Didn't Pakistan get western Punjab that included Lahore? What then are you still grumbling about? The Punjabi Suba movement? They demanded a Punjabi speaking state so they got Punjab. It appears, all India was doing all along was to give, give and give.

Who has been stealing? India? How? Per the Indus Waters Treaty, India gets access to the eastern rivers viz., Ravi, Beas, and Sutlej while Pakistan gets access to the western rivers viz., ndus, Jhelum, and Chenab. Also, India gets limited access to the western rivers for certain purposes. They are going by the book.

On the topic of Junagadh, a plebiscite was held in 1948, where the majority of the population voted to join India. Following the plebiscite, Junagadh was integrated into the Indian Union.

Going back to the valley, since a plebiscite/referendum was never held, the opinions of a few do not matter and in the current day and age, no one in their right mind would choose Pakistan over India; they may utmost opt for autonomy but to Birdie's point, India cannot and will not let the secessionists win anymore. People are free to leave to "greener pastures", no one's stopping them, the land however stays as an integral part of India. The same goes for Khalistan or Dravid nadu.

On why India didn't hold a referendum in Kashmir, the prerequisite for India was simple: Pakistan should withdraw all its forces and nationals from Kashmir first. Pakistan too wants Indian military to withdraw. Hence the stalemate. Nothing to do with "guts", whatever that means.
