She suggested deal but he agreed enthusiastically enough to it. He didn't refuse or tell her they'll discuss it later. Their frame of mind during shaadi was not good so Abhira neh boldiya ki deal karte hai. But along the way she's done enough to show its not merely a deal. And its not like all references to deal were from her, he has reminded her equal number of times about their "deal" too. So has his bff Ruhi whom he told about deal despite forbidding Abhira from mentioning it
Ultimately he unilaterally got DP drawn up and served it publicly. Humiliating her.
Also i hope he realises she planned confession earlier, more than once and tried telling him the truth but he brutally broke her heart and literally walked all over her special proposal and its his pyaari, acchi, sacchi Ruhi who sabotaged the confession.
