It's like begging the makers like pls cast me in your film. Or They think that looking at their fans excitement makers might consider casting them in their project.

Best one was during Bajirao Mastani casting phase... Bhansali wanting Katrina for Mastani's role.
It doesn't have to be the PRs, I suppose, it could also be the imagination of the writer going wild to bring clicks for the website/e-magazine/e-journal making people wanting to know more and accept all the cookies etc...
or even campaigning against somebody to make people believe that's the PR etc...
