Yes, Neil is the one who keeps the honesty & transparency in their relationship. He doesn't hide. He doesn't want to be 'mahan'. But wants the one he loves to be the best version of themselves. So yeah he is a blessing.

Bhoomi should know about NeiVika ASAP.

But seems like she will get to know about them during VastraHaran track only However I do hope Bhoomi catches them hugging each other before that. Bhoomi should know about them.

She saw Kartik & Yuvika talking about Neil therefore realised Kartik's insecurities and decided to use it.

Gargi has never seen NeiVika interaction on her tab.

They keep hugging each other in campus but it's a plot convenience that they don't get caught.

That's why I believe they have kept Neil under wraps for some purpose. The day this purpose will get over NeiVika will get caught.
