It is never terrorism when it's a government. Governments are supposed to go to battle military versus military. Never has the indiscriminate bombing of civilians (who are largely children) been justified. Indiscriminate bombing is a war crime. How is it any different from terrorists who attack civilians because they don't have the power to fight the military? US military would eradicate any other countries within hours. It is why they and their best friend Israel get away with war crime after war crime.
