Either Neil is high rank officer where he is allowed to do paper works from home or he is serving his probation period.

I think Neil has his people who works for him on field while he dictates & does official works because when he asked that man of his to trace Pooja's car, he specifically mentioned UNOFFICIAL. That man of his definitely works under him in official capacity.
