Both had their share of mistakes. Virat's mistakes seem graver because it all started with his wrong decision. And he continued the trend. Sai's mistakes were more like counter reactions. Again, mistakes being mistakes.
The other reason why V appears more wrong is because, V was always incharge of the situation. Even while he got sucked into the situation that was created by virtue of his decisions, he still held the power to change things. But for whatever reasons he didn't action upon it for the longest time till it all went out of his hand.
Right and wrong are subjective and so is the gravity of it.
Consider a child and the parent committing a similar mistake. Who will actually be criticised or held responsible? A child may be scolded for it, but will let free because he/she is a kid and does not possess the maturity and experience to understand things. Wherein the parent does. So the measurement of the fault is based on age even though both made the same mistake.
Similarly, when we consider V and Sai's character, we expect V to do certain things which does not align with Sai's character. While V doing certain things does not surprise us, Sai doing the same comes as a shock. Because there is a certain degree of credibility that comes with Sai's character compared to V in certain aspects. It is not about age or anything, but how each is built and how they are expected to respond. Hence, even while they are parallels, Sai at times will look more wrong. Because Sai is expected to not falter in those situations unlike V,
