It baffles me to no end because I while not being a writer can still think about a dozen ways that this show could have gone as at multiple points in the show. Chalo, even after the lame Rohail track and Haya's incessant and laanat bhari existence, it makes sense on a level because you need catalysts to take the story forward, no matter how poorly they have been written. This goes to show the fact or at least indicate that they were was in all likelihood an MR included and they probably had planned to dilute that somehow later on because "mohabbat mein har zulm maaf hain" and all that twisted and crappy logic Noorain conjures up in her head. This writing team and whoever is responsible, I can bet that an MR within marriage wasn't a big no-no for them. But given the amount of and the kind of backlash and protest and criticism they faced, they had to do whatever they could to save Murtasim's character. And as poor as today's episode was, that's the best they could have done in an damage control situation. Pinning it all on Meerub was the safest choice because as long as a woman's consent is involved and she is the initiator, it is all good. That's the reason they specifically made Murtasim say, "mujhe toh khud ko rokna chahiye tha agar Meerub nahi ruki", something along those lines of voiceover. Over explanation deni hi thi Murtasim ko warna the audience would have still stayed confused. Abhi there's no confusion, only disappointment lol.
