I think he feels, before Meerub came haya touched him once or may be twice and he tiredly said Haya but you are right he needs to set some boundaries so she can’t do it again and again, but the question is how? But it doesn't mean he deserves to get harassed.
Sadly writer doesn't show him thinking he is getting harassed.

He gave so much unnecessary leeway to haya like giving consent for her to sit on his bed, feed him, touch his hand whenever she needs with the justification that cousin hai, hath pakad ne se kya hoga.
Still a no is a no. What he is facing is harassment. More than him, his wife facing mental harassment from haya.
But sadly writers never acknowledge this. We can sympathise with murtasim if he feels disgusted by haya actions, puts a full stop to her instead of acting like meerab misunderstanding, there is no fault of haya like he did in village scene.
