I don't find anything wrong with what he's saying. Yes it's upto the woman how she wants to dress. He's not criticising the women, he's criticising the men, as to how they look at girls.

Tell me you’re a control freak misogynist without telling me you’re a control freak misogynist.

As the producer everyone that works on set is actually working for you. If you are so F’ing worried about men looking inappropriately at women’s then talk to the men about appropriate behavior. You are not exactly the shy non-confrontational types either. Yelling at perverted creepy men should be very easy for you.
