Unfortunately haya is family for them.. He did say, they are all his ammanat and he will protect them. Questioning Haya means questioning MB's parwarish indirectly. So maybe that's why Murtasim is tolerating her.

Only this reason makes sense for me, when I think why they have turned a blind eye to Haya.
