Consanguineous marriages are allowed amongst Muslims.

We have the concept of Mahram/Non-Mahram. Only your brother by blood is your brother. Every other cousin brother is eligible for marriage to you.

They are considered non-mahram. Because they don't share the same parents. Rulings can be different for some sects though.
