After being surprised at seeing Rohail in the dhoni gaht..Maybe meerub might want to rejoin college and Murtasim might agree to it. He wouldn't stop her. Maybe that's how she meets with Saba and rohail.

Yes, contract papers being stolen suits the plot more than meerub letting it out herself.
