I really don't think that Priyanka has lesser fans than Shiv. Both have strong fanbases, the difference is the dedication in voting. Stan's fanbase is full of young people that knows how to give 9000 vote x person. Shiv's pr did a wonderful job in promoting and collect votes for him.
