Sometimes I can’t understand Vankar’s narrative . Does he WW Virat or create more hatred in people’s mind for him

If they wanted to WW Virat , they could have shown V helping Sai find Vinu , mouthing some anti Pakhi dialogues and in the end taking the bullet to save Sai but instead of that they show him misusing his powers to protect P , misleading Sai and investigating officers, equating S and P as same and giving same importance to both in his and Vinu’s life . What is Vankar trying to do here .
