Yaar, violence ki baat chodo. Dev is not some roadside Romeo whistling and eve-teasing HP's daughter. Irrespective of how angry or hurt HP is, he will think twice before doing something like that because fact is there is a ultra rich vs lower middle class division that can't be ignored by someone like HP. He would fear the repurcussions. (Not saying Dev would avenge or anything like that. Just trying to explain why this whole thing feels so totally off)

HP is not thinking straight. He is always extreme. I am not advocating and supporting slap but for HP he is a rich guy, who glamorized his daughter and brainwashed young girl for his own interest. Not questioning HP's thought process at all. It is natural.
