How was Boris Johnson elected? I mean the people knew during the election that he would be the next PM if Tory wins, right?

Boris became the leader the same way when May stepped down. He was already PM then. Then about 4 months later, he called a general election. So if he won he would remain PM or if the other parties won they would have taken over.

Also by calling a general election he restarted the clock when the next election can be called as it should be every 5 years. Had he not called one the next one would have been this year but as he did in 2019 now they have 2024. Unless Rishi calls for another in a few months time. Which maybe likely as when he was appointed, there was a push for a general election.
