Obviously he cannot break his marriage to Pakhi - Vinu is tied to her. Neither does he need Pakhi's permission in adopting Savi - it his right as a father. But since he is married to Pakhi and promised here there will be more, it falls on him to inform (NOT ASK...but inform) her of such major decisions. Also, Pakhi's concerns today were for Sai & Virat meeting frequently and not about Savi coming to CN. Virat has every right to get Savi to CN. He is acting like he does not owe any explanation to anyone - but he does. This was shown via Sai's conversation to UM.
PS: I'm keeping aside both Virat & Pakhi's past - otherwise both don't deserve anything good.

exactly..and it’s unfair for palki, kaku and even Sai to think that virat must give up Savi as it will cause hurdles in his marriage to palki..like really..it’s really ridiculous.. why should Virat and Savi be denied of their father daughter relationship for anyone or anything..lots of marriages involve step children nowadays..so palki must deal with it or exit..😂. She’s such an insecure woman. Who’s latched onto a man who doesn’t love her so now she’s become paranoid 🙄..and Sai needs to start putting her daughters feelings first and not concern herself with what palki feels 🤷🏻♀️
