Because they spend majority of their day grooming themselves. They love cleaning themselves so don’t like it when others try to. I have fostered more than 30 cats over the years. I can only remember 3 or 4 that wanted to take a bath. And only because I fostered them since they were kittens so I was pretty much their mom. They don’t trust anyone else.
